Proposed Development:

Conversion from offices (Class E) to create six luxury homes, including the restoration of the Grade II listed building, and the erection of a single storey roof extension.

Planning Issues:

The site is Grade II listed and within the Central Cheltenham Conservation Area, with several Grade I and Grade II listed buildings in proximity.

To deliver a viable scheme, the project required additional floorspace, in the form of a single storey extension to the non-original extension at the rear. The Conservation Officer considered that less than substantial harm resulted from the development. We applied the public benefits being delivered to justify this and was accepted in the planning balance by the Planning Officer.

The scheme reinstates the original residential use, restoring the villas at the front. The rear extension would be re-clad with materials that are appropriate and enhance the heritage assets, delivering a high quality design and amenity for future residents, introducing landscaped private and communal gardens.

Result:

KEW Planning co-ordinated the design team, produced the Planning Statement and Heritage Impact Assessment, successfully obtaining planning permission by delegated decision with a Unilateral Undertaking within 3 months of submission.
