Kathryn was appointed by Telereal Trillium to re-allocate the site (Government Offices, St Agnes Road, Cardiff) that was occupied as offices for residential-led mixed use development in the Cardiff Local Development Plan.

 

Planning Issues

 

Following consultation Cardiff Council allocated the site for sole health related uses.  This was contrary to the original representations to allocate the site for residential development.

 

There was considerable engagement with Cardiff Economic Development and Planning Policy Officers to determine the evidence base on which the allocation was made and substantial evidence was presented to the Inspector by Kathryn to confirm any forthcoming health related use would not be deliverable.
