Mae hwn yn hysbysiad o gychwyn Cam Ymgynghori Cyn-Cais, yn unol â gofynion statudol Deddf Cynllunio (Cymru) 2015. Dyddiad y cychwyn yw 21 Mai 2026, a rhaid derbyn yr holl ymatebion erbyn 18 Mehefin 2026.

Beth yw’r cynigion:

Codi cyfleuster archif cyfun wedi’i gynllunio’n benodol i gartrefu gwasanaeth archifau a chasgliadau Cynghorau Sir y Fflint a Dinbych, gyda mynediad, mannau parcio a thirwedd cysylltiedig, ar dir ger Theatr Clwyd, Y Wyddgrug.

Archifau Gogledd Ddwyrain Cymru (NEWA), a ffurfiwyd yn 2020 drwy uno Archifau Dinbych (Rhuthun) a Swyddfa Cofnodion y Fflint (Hawarden), sy’n cadw cofnodion hanesyddol ar gyfer y rhanbarth ac yn annog mynediad cyhoeddus. Mae Archifau Dinbych wedi gweithredu ers 1972 mewn rhan o’r Carchar Rhuthun blaenorol, tra bod Swyddfa Cofnodion y Fflint wedi bod yn The Old Rectory ers 1956. Mae’r ddwy safle’n adeiladau cofrestredig wedi’u haddasu, ond mae cyfyngiadau lle, cynlluniau aneffeithlon, a dibyniaeth ar reoli aer yn cyfyngu mynediad cyhoeddus, ymgysylltiad, a rheoli casgliadau’r dyfodol, gyda chapasiti storio’n dod yn fwy cyfyngedig.

Pwrpas y cyfleuster archif newydd a gynigir yw darparu canolfan fodern, wedi’i chynllunio’n benodol i Gynghorau Sir y Fflint a Dinbych sy’n mynd i’r afael â chyfyngiadau eu hadeiladau archif presennol. Trwy uno’r casgliadau a staff y ddwy awdurdod mewn adeilad sengl, bydd y cyfleuster yn creu gwasanaeth archif mwy cynaliadwy a gwydn. Ceisir cyllid ar gyfer y prosiect hwn drwy Gronfa Dreftadaeth y Loteri Genedlaethol.

Ar ôl yr ymgynghoriad hwn, cyflwynir cais cynllunio llawn i’r Awdurdod Cynllunio Lleol i’w ystyried

This is notification of commencement of the Pre-Application Consultation Stage, in line with the statutory requirements of the Planning (Wales) Act 2015.  The date of commencement is 21^st May 2026, and all responses must be received by 18^th June 2026. 

What are the proposals:

The erection of a purpose-built joint archive facility to house the archive service and collections of Flintshire and Denbighshire County Councils, with associated access, parking, and landscaping on land adjacent to Theatr Clwyd, Mold.

Northeast Wales Archives (NEWA), formed in 2020 by merging Denbighshire Archives (Ruthin) and Flintshire Record Office (Hawarden), which preserves historical records for the region and encourages public access. Denbighshire Archives has operated since 1972 in part of the former Ruthin Gaol, while Flintshire Record Office has been at The Old Rectory since 1956. Both sites are listed, converted buildings, but space limitations, inefficient layouts, and reliance on air conditioning restrict public access, outreach, and future collection management, with storage capacity increasingly constrained.

The purpose of the proposed new archive facility is to provide both Flintshire and Denbighshire Councils with a modern, purpose-built centre that addresses the limitations of their current archive buildings. By bringing together the collections and staff of both authorities in a single building, the facility will create a more sustainable and resilient archive service. Funding for this project is sought through The National Lottery Heritage Fund. 

Following this consultation, a full planning application will be submitted for consideration by the Local Planning Authority.
